Intelligence is, roughly, the ability to find and apply environmental regularities to optimize objectives. Neural nets are intelligent via in-context learning (in some cases) or during their training processes, and so are some symbolic algorithms (in some domains). Intelligence is closely related to compute by the scaling laws.
